If you go to Gdynia where the shipyard is you will find plenty of clearance agents,who will do the paperwork for you and you can personally go and get the container opened and get your car(lol make sure you have that green or orange neon jacket for the tarmac as they are very strict about it now),custom agents are cheap around 3/400 pln.
If the car is registered to the reciever in Poland for 2 years there will be no duty just normal paperwork which is done by the custom agent for 2/300 pln again.There are always agents around custom office,very easy to find and also custom people will mostly not entertain you without an agent,its same in the USA also.15 year old car I think will be a problem but new cars if imported are almost 53%,tax,duty etc,but all is waived if you have owned the car for 2 years out of the EU.
OR,you can get the USA registered car with American plates for 6 months and write a letter for extension to the Uzad Celny ,and can do that for 2/3 years then just drive the car out of the EU(Ukraine is the best choice) close your old import file and drive back in Poland and start the procedure again.But if you want to register in Poland then modifications cost around 1000Pln
lol also never lie to customs as they have access to car fax & kellys blue book for the price of the car.
