Actually in a village nearby dolno's they got to a situation where they had no postman. This was a couple of years ago so the basic pay after zus was around 1300zl cash in hand. Not a great deal but you would think for a village with at least 50% unemployed that there would be some folks willing to take the job. Its fine to say you wont get out of bed for less than 3 grand a month but as I explained to someone a few years ago, I can pay you 5 grand a month but you must earn me at least 10 grand to cover the costs of employing you and even then I am being generous since you will be earning much more than your employer!

Many villages thrive

Few thrive, only the ones close to, or with links to the biggest cities. Rather than convergence, the opposite is happening, certainly over the last 10 years. So your opportunity cost is always a big issue. The fault sits with the tax system and the behaviour of the local councillors of these villages, where often the first thought is to line ones own pocket rather than think for the good of the village.

The drunks and druggies are far more pleasant to be around.

Essentially they are a menace for their families and others that have the bad fortune of dealing with them. Its one of the reasons why the villages around Karpacz cant get any traction given that tourists are afraid of stopping their cars there even momentarily.

The way the tax system and way of doing business is set up in Poland, it really doesn't pay to invest in smaller towns and villages, hence they are forgotten and this leads to those capable of working leaving, while leaving the rest behind. This rest comprises of drunks, elderly, young wasters and in certain villages gypsies. For those without money its a trap they cant get out of and many dont even want to. Those older foreigners, or retirees for big cities with money, can enjoy the views and activities that Jelenia Gora and Karpacz have to offer, but they dont need to mix with the riff raff unless forced to go to the town squares to the urzad miasta to arrange something.

Some IPO's in Poland are no different to others in developed markets. If the company coming to market is or close to ex-growth, its not going to do well (Play). But you should be able to work this out. Some do, others don't. Doesn't have to come down to experience, but that can often help if you have a nose. There are a few good dividend plays with poss future growth bonuses on the WIG, but timing, as always, is the key to whether you end up under or outperforming.

Yes you can often place Poles at a certain point on the spectrum, but there are scammers everywhere, in every country. If you don't do due diligence, eventually someone will take you for a ride. That goes for any business you care to think of in any country in the world. Assumption is the mother of all f**k-ups. Expect the worst until you have proven otherwise. Don't assume, confirm. When purchasing property you should make the same demands as does a bank when approach by a person asking for finance. If the seller refuses, walk away. They usually come back with their tail between their legs. But if not, there are so many opportunities to go for. There is a reason why yields here are higher than in the developed West and you can't dispel all of the risk, but there is no reason to disadvantage yourself when investing here by not doing due diligence.

Problem is that people get hustled once and never go back to that person or company again

Cash in hand today is more important. Tomorrow is another day. That's the mindset. But again, its something entirely to be expected. Use this shortsightedness when dealing.

Doesn't surprise me, esp in the wioski. And if caught, he will still have pretensje and complain that life isnt fair. That's often the village mindset sadly. Cheat until caught then look for mercy.

That makes their actions predictable. And if you are the counterparty, it makes for an easy life.

Yes where to start. The relationship between wage growth and inflation is more important. As long as wages are rising faster than inflation, real income is rising and you can expect to see growth. But its a balancing act since higher wages feeds back into higher inflation, hence the need to cool the economy before inflation breaks away ahead of wages.

you'll have a small contribution to pay for the overlapping period given that you need to pay ZUS with each employer but from the second job onwards its only about a quarter of full ZUS if I remember correctly.

English speaking adds to the price but around 400zl per month isnt so bad. Ok, when you are starting out the accountant wont have much work, but once you get going there are a lot of things to deal with and if you have a lot of invoices,/customers and employees even 700zl wont sound bad. The point is to get up and runnning as soon as possible. You can of course try to find private accountants but English will be a problem for many.

Poles are quite thrifty with their money. I was speaking to an airline exec recently and he said extras always sells badly on Polish flights. Poles will spend but won't overpay. Any business relying on unatural spending in Poland is going to fail.

Money makes money nowadays. If you don't have it you can't make it, unless you are the exception to the rule. Education and connections can help to make the first jump, but mind the gap as its getting bigger all the time.

I would just say that having an opinion is fine, but trying to force material change in a country in which you don't live and are unlikely to live in on a massive issue such as EU membership for a country that will be unable to stand on its own, is something else. Those not living in Poland have no business throwing around internet petitions on EU membership. Come and live here, then you are allowed to have a say.

Anywhere where its tough to buy property at good prices Id say those are the areas doing well. Money drives money and since we have scared off most foreign capital (for now), you follow the internal investment.

Anything close to or with good access to the German border tends to do well. Wroclaw and Szczecin are well supported. You are getting a lot of investment in those two cities from the likes of Warsaw and Krakow, thats private Polish money looking for a home.

The majority of "treasures" hidden during the war have already been stealthly removed. Regarding zloty pociag, I regularly drive by there and there were a lot of people at the time, tourism certainly got boosted, but Id say ksiaz and the palmiarnia are a pretty big draw anyway during the nicer parts of the year.

They are quoting rents of about 1000zl plus rates for a standard flat. Outside of the bigger cities thats a standard rent. You might say yes but these will be new flats, more desirable. Well you can take similar money in the small cities and the flats are always rented within a couple of days. So, the conclusion to draw is that they are targeting families living in bigger cities where rents are 2 to 3 grand per month, making the PIS plan rate of a grand a good deal. But living in a bigger city means you are likely earning a better wage and can afford to pay a bit more rent. Those working in villages are forced to live in them, in old run down properties or communist blocks. Its these smaller cities that could do with housing at competitive rents for those cities. But I suppose these people will already be PIS voters so they dont matter to them. Its a shame as small towns and villages have been badly left behind on the whole and could do with such programs. Improving the periphery provides a stronger back bone to the bigger cities and makes the chain stronger, less volatile and less prone to bear market size crashes.

You still need to assign a liquidator. A notary is required and as mentioned above, going to court. It will take a while as liquidation needs to be advertised for 6 months. Any solid accountant in your area should be able to run the process for you. Will cost a couple of grand.

Yes, often car are advertised as sprowadzone or do oplat. If they say oplacone gotowe do rejestracji then thats different. But you should still check that the vat has been paid, you can do this at the urzad skarbowy if you ask nicely (since its not yet your car they dont often want to help initially).

You could read a hundred books on this subject and still not be suitably prepared to avoid being fleeced. So I would say go to view a car with someone in the industry. Essentially if the car is not on the dealers books, you will be technically buying the car from the original German, French or Italian owner, or from wherever the car has been imported. Thousands of people do it every week, but you can understand the legal implications here.

Thats the key, you are bound by what you agree to when signing precontract. The terms zadatek and zaliczka are often misunderstood as being the same.

Of course if the seller provides false or inaccurate information which materially alters the value of the property its grounds to void the precontract. Technically when you by a property you are stating that you are aware of the condition and nature of the property, but false information from the seller is enough to get the contract voided.

Essentially you must not take anyones word for anything and demand documentation for anything that can materially alter the value of a property. It often ****** them off but its currently a buyers market so they generally have to say how high when you ask them to jump.

This is why you sign a pre contract at the notary. Normally the buyer makes you pay a non refundable zadatek, so if you pull out, the deposit is lost, but if he pulls out, he is required to repay you double the deposit and this you can take to court to uphold if necessary.

1) When do banks normally formally approve a mortgage?

Depends on the history between you and the bank but signing final umowa for bank loan can take up to 4 weeks, for foreign income loans can take 6 weeks.

2) I have read that the initial deposit (5-10%) is normally made to the seller which sort of worries me as I am used to giving the deposit to a neutral party eg. estate agent/notaire.

The deposit should be paid the the seller after a notary pre contract has been signed. That way it is classed as the deposit, otherwise the bank may refuse to recognise it as a payment in relation to the purchase. In any case this is payment is normally done after you have got clearance from the bank that you will get the loan. The agent of course will always press for a healthy deposit after precontract so that they can quickly get their agency fee, but I digress.

3) At what point is the final payment for the house made and who to?

The final payment is made either on the day of signing the contract, or by whenever is set by the terms of the final akt notarialny, usually 24-48 hours if cash. If bank loan we normally given people up to a month for the bank to make the transfer, but in practice it takes about a week. We did wait 14 days once. After signing the final aktyou should be given the keys to the property as there will be no reason for the bank not to pay the money due within the given time frame. I would certainly press to get the keys on the day as usually the notariusz will ask if keys have been handed over while reading the text of the akt to both parties. The only time the seller needs to insert precautions into the akt/ksiega wieczysta(deeds) is for cash deals where payment is to be made a number of days after the final act and where the buyer is considered to have "questionable morals" in regards to keeping up their end of the deal. Again I digress.

4) We intend to ask for some conditions to be placed in the first contract

Once you sign the precontract and pay a deposit you will be obliged to complete the transaction by the date set in the precontract, normally about 2 months. If you have been to the bank and have been told officially that you will get a loan, then you can go ahead. If it has just been the case of a basic talk with their financial adviser then I would wait to get an official decision from the bank. This step is called getting a pozytywa decyzja. Once you have this you can go ahead. Be careful re the terms of the deposit. eg a zadatek is non refundable, while a zaliczka is refundable.

This joke was told to my father many years ago while he was in france training to be a priest. Yes that clearly didnt work out for him, but the joke was told by a Polish bishop and goes a long way to explaining the mentality of Poles and in part why some are acting the way they are towards Walesa.

The devil goes down to inspect the cauldrons full of bad people. Each nation has its own cauldron and its own two guards standing by the cauldron to ensure that anyone trying to climb out gets knocked back down.

The devil inspects each cauldron one by one. The French, the English , the German cauldron and so on. Everything seems in order but then he looks to the left and notices a cauldron with no guards beside it. He calls over one of the guards from the german caludron and asks why nobody is guarding that cauldron on the left. The guard tells him thats because its the Polish cauldron and whenever one of the Poles try to climb out, one of the other Poles inside pulls them back in, so there is no need for guards.

Yes they were different times and you did what was necessary to get by. Did Walesa believe he was to go on to greater things at the time? Doubtful. You can never know, which is why most people have some kind of dirt way back in their history. Nobody is perfect.

But he did take a stand where others felt safer to stand to one side.

Every child should have the right to grow up in a household with his/her own mother and father.

Not every mother/father is responsible enough to bring up a child. In a little village close to where I used to live a father brought roma men back to his council flat and offered them his wife/partner for cash. Three kids, one dies, but they quickly had another. And the government wants to give that sort free money? You need a licence to drive how about a licence to have kids?

Thats just what I said Polonius. Who advised them to pursue such a policy when all it does is help out the richer at the expense of everyone else? If I was in PIS its something Id try to bury ie. spin it to my favour. They do have options but as I said many times, they dont seem up to speed on how to play the game.

Their mandate was 500zl for EVERY child. They have to be seen to be sticking to what they said they will do otherwise it look like they are making things up as they go along.

As for the swiss franc debate, again they promised it so they have to try. However you are treating a group of voters, generally better off then average, better than the rest. Really, if I make a bad investment decision, I dont expect the government to pay me back what I lost. What about those with regular zloty based loans who didnt enjoy the low margins offered by the swiss/euro based loans. Again naivety and trying to win over a set of voters got them into trouble here.

There is a lot of tax and vat unpaid but unfortunately the majority of this is by individuals/sole traders, the very people they are trying to help. Corporations follow rules, they arent the ones paying people the minimum wage and then cash in hand under the table. For them its just not worth it for a few grand. Its the small Polish business man that does this. Same with income tax and vat. If they go after these people then they will find their money but of course will alienate the voters which put them in power.

They could do a lot of what they promised, its just they wont have the stomach to do whats necessary to get the funds because as with all politicians they want to stay in power.
