That's a long list...
if someone start like that I know that i not really about long list, its usually boils down to one major problem - you failed and blame the others for your shortcoming's- that list is simply a list of excuses you made to feel better about yourself!
It can even be a real obstacles but boy didn't you know about it before? Should make a field study then ......you lazy git!
From your elusive answer i suspect that you are talking about administration - well, administration in Poland has nothing to do with Poles its like a dinosaur, leftover monster from different dimension. Its kept alive because a few people can make a money and generally living because of that alien fossil, they would never been able sustain himself on the same financial level otherwise.
Monster is long dead but everyone is pretending that its alive and dangerous, some because they have no chose, some because they make a living that way, and some because they get used to it.
No wonder you are confused person, do not confuse Poland's institutions with poles anymore - that's the beauty of the country worlds biggest park for dead monster.
