That was the public message. I'm sure the CIA/FBI communicated more granular information to their counterparts in Russia.

The US operates under what is called a "duty to inform", when it comes to terrorist attacks. We practice the same for them.

There is no benefit accruing to either the United States or Russia, to allow terrorist acts to happen on each other's territory.

It is abundantly clear that the Islamic State draws no distinctions between the US, Russia, or Iran. To them - we are all enemies.
