You can get discounted language classes "integration course" and assistance of Arbeitsamt in the search of work. Except of that if you don't have enough money to pay for obligatory health insurance and your own apartment, then you will be deported. It happens rarely, but the law says so. Money for pregnant and unemployed without apartment can be begged for only after 1 year of legal work in the country.

If this is the case then husband can sign with wife "Umowa o dzieło"

This type of "cywilno pranwy" agreement doesn't require ZUS payment. Although wife will have to pay income tax from all earnings in the year above minimum ~3000pln. In this type of agreement the subject is result, so you will have to write there that you will pay 100zł for teaching somebody some aspect of language for example. You cannot specify for how long and where, but should specify what should be proper result of this dzieło = "creation".

One more thing concerning "Umowa o Dzieło". There is no obligation to pay for NFZ when working with this agreement, but if wife is insured by husbands depending health insurance for unemployed people, then from start of employment she loses it. In other words, no free health insurance when working with Umowa o Dzieło. Free for over 26 years old is only for unemployed:

a) registered in PUP
b) from social help
c) from employed spouse.

ZUS - is retirement insurance
NFZ - is health insurance
When working with Umowa o Dzieło this 2 payment are optional (can be payed separately from this agreement), but then employee cannot go to hostpial or doktor for free or retire after age of 60/65.

I don't know to which numbers are you relating above. Probably PIT, but I don't remember what is the number of each field in PIT.

2. as Sunny Girl wrote that a citizen (and probably person with residence permit) can register to job office and get free health insurance. But then you have to visit Job office regularly (1st after a month, later after 3 months) and be ready to accept the job which they find for you (few times you reject an offer and they'll remove you from their list and you'll loose free insurance). Other option for unemployed is to pay for public health insurance. It's 337zł per month.

But then I read that there is single surcharge for people who were not insured previously:

w okresie od 3 miesięcy do roku od wniesienia opłaty dodatkowej w wysokości 748,16 zł
w okresie powyżej 1 roku do 2 lat w wysokości 1 870,40 zł
w okresie powyżej 2 lat do 5 lat w wysokości 3 740,79 zł

w okresie powyżej 10 lat w wysokości 7 481,58 zł

So it seams cheaper to get insurance from Job office, at least for 1 month and then continue paying this 337zł without need to pay 7 481,58 zł surcharge for lack of NFZ insurance history.

1. Public is only one - NFZ, there are also private insurers, but there is obligation for employed people to pay some percentage of their salary for public one. So private health insurance can be only addition to public (in order not to wait in queues for simple treatments)

Don't have foreign students some permit to work a little bit ? I thought that there is such a law. Everybody in Poland has heard about this university. Many polish student's go during summer to work in UK, because there they can earn few pounds per hour instead of few złoty here in Poland. Maybe you can do the same :)

Project of reconstruction, extension or superstructure should be accompanied by a technical description and technical assessment including, in appropriate cases, an evaluation of the current engineering-geological conditions and the condition of the foundation of a building. Part of the architectural drawings and construction should be done at a scale appropriate to the specific nature and character of the work and the degree of accuracy of graphic signs in the drawings, but not less than 1:50 for the separate parts of buildings under reconstruction or expansion of facilities and parts of the complex and small sizes.

Then register in goldenline and start sending cv. Search in google "praca it site:pl" to get into polish adds about work in IT. While sending CV you may get to agencies. I think they're mostly representing companies, so it's your job to browse all job adds available and apply for them. It's not so hard.

1. Claiming through ancestors. When coming from previously Soviet Union countries, then it's little easier thanks to: en.wikipedia.org/wiki/Karta_Polaka
2. Through marriage and then around 5 years of continues living in Poland.
3. UE, EOG, KS nationals living and working continuously for 5 years in Poland can apply for permanent residency.
4. Citizen of other country living legally in Poland continuously for over 5 years and having health insurance and stable job.
5. President can grant polish citizenship.
6. Illegal immigrants living in Poland continuously for many years sometimes are lucky to get into abolition. Last time it happened in 2011. I don't know if it was first time or not.

7. As a refugee.

*continuously means every year for more than half a year

It seems that there are no preferences for spouse. Through marriage spouse can get "ZEZWOLENIE NA ZAMIESZKANIE NA CZAS OZNACZONY" (permit to live for specified time) and after 2 years can get "ZEZWOLENIE NA OSIEDLENIE SIĘ", but it's for 2 years only.

But "ZEZWOLENIE NA POBYT REZYDENTA D£UGOTERMINOWEGO WE" (permanent residency) doesn't give any extra privileges in Poland which EU country passport wouldn't already give.

Funny thing is how do they check weather EU national has lived for this 5 years in given country?

In Poland we have "meldunek" - registration of living in specified apartment. Poland is in Schengen, so somebody from let's say Germany could do "meldunek" go back to Germany and nobody would stamp his Visa, register that he left the country. After 5 years he could claim that he was for whole time there in Poland. If polish bureaucrat, processing application, doesn't ask every EU country, weather applicant was working there or not, then he cannot deny the fact that he was for 5 years in Poland (albeit not insured and unemployed). He was registered as living here and he should believe him. Nobody checks if meldunek is legitimate.

Yes. I told you so. Waiting and meeting all other conditions like being only 10 months out of 60 out of Poland. It's like that, because spouse of Polish citizen doesn't need permanent residency as he/she can get other permits to have "like a citizen" rights. And when it's EU citizen, then there is completely no need for permanent residency, but...

...after 3 years can get Polish Passport:

Article 10 . First foreigner remainder of at least three years married to the person holding Polish citizenship who resides in the territory of the Polish Republic on the basis of a settlement permit , permit for long-term resident of the European Communities or having the right of permanent residence , may acquire Polish citizenship if within the period specified in paragraph . 1a declaration to the competent authority and the authority issues a decision accepting the declaration .

1a. The deadline to submit a declaration of intent on the acquisition of Polish citizenship is 3 years and 6 months from the date of the marriage to the person holding Polish citizenship or 6 months from the date of obtaining the permit by a foreigner to settle, permit long-term resident of the European Communities or acquiring the right of permanent stay.

2 Adoption of the declaration may be subject to submission of proof of loss of or release from foreign citizenship .

On the basis of the Regulation of the Minister of Labour and Social Policy of 20 July 2011. On cases in which employing a foreigner on Polish territory is permissible without obtaining a work permit (Dz. U. of 2011. No. 155, item . 919) from the requirement to hold a permit foreigners were released:

17 graduates of Polish secondary schools, higher education stationary or doctoral studies at Polish universities, research institutes of the Polish Academy of Sciences and research institutes operating under the provisions of the research institutes

In English shortcut: According to the law from 2011, foreigner doesn't need work permit if is graduate of Polish high school, daily studies, phd of science institute.

Good question is if they don't need this work permit forever or only temporarily. 2 years mentioned by me before were only read somewhere in other forum, but I haven't seen any law document mentioning length of the no permit period.

Interesting is use of the word "dopusczalne" - so it suggests that this person can work without permit, but need some other paper instead. On the same list are Ukrainians and Belorussians and for them it's necessary for employer to send notification to local job office that he employs them (it's for less than 6 months in the year). maybe similar procedure applies to the graduates. I don't think going to University in your age has any sense. The problem is that currently here is crisis in construction sector - the biggest companies have bankrupted or are in the process and in current year EU money for road are not spent. Next year they should resume, so it should get better. But Civil Engineering and Architecture became meanwhile very popular specialty, so currently there is extremely many graduates searching for job in this field. This profession is highly controlled and careers step are usually by getting next certificates and authorizations. So if you have no polish certificates and your diploma is not recognized here then you're in worse situation than graduates. In my opinion you should investigate what should you do to recognize your diploma, experience, obtain certificates here. Perhaps you could do 1 year of program difference in university to have diploma recognized.

Send query to Polish embassy in your country and write us here an answer. Because if what I wrote above is true then the question is how big percentage of applicants get Work Visa.

I have send a question about foreigners exempt from work permit requirement to Mazowiecki Urząd Wojewódzki and I got confirming answer. Non EU foreigners who graduated Polish university (daily studies, now weekend) don't need work permit.

The page you linked doesn't seem to be reliable source of information, because their goal is to encourage people for studying in Poland, so they may simply not publish negative opinions. But as I wrote that I don't recommend, if you have no other option and want a little bit of risk then go for it. It should be interesting. Maybe pleasant.

But if your previous engineering experience will not be relevant to "field of IT, telecom, financing, business", then I think that you will struggle to get any job, in your age as a newbie, not mentioning well paid one. Probably you can get better teaching English, provided that you mastered it while living abroad.

@DominicB: If the author wants his children to live in Poland then he better doesn't send them for foreign studies, because they will have the same problem as their father :)

Maybe you want to do scientific carrier in Poland? American MSc should be enough to do PhD here and perhaps you would be interesting employee for Politechniki with your international experience. But before starting ask people closer to academia if it's possible in Poland to get there without connections.
