I can`t bear this torture any longer!!! I will tell you everything. They tipped the bin so that it wouldn`t ride away onto the sidewalk or road coz the area there is a little sloping.. Normally, such bins are stored in the bin room next to the building entrance, a caretaker deals with it but he wasn` t there at the time to take the bin back to the room at once so collectors took care of it on their own.
