Yes, Mongolia is completely devoid of internet censorship.
It is quite understandable that their authorities don`t give a shyt about what nomads are looking for on the Net in their yurts or while on camel`s back.

Ulaanbaatar is actually a modern 1,5 mln. city. No nomads.
