No. We, Americans, are trying to explain why we have guns. And "have" does not mean "carry".
What we are discussing is the principle of self-defense: either the state protects my as* or I do. The ruling elites everywhere want things the third way: nobody protects my as*.
Unless, of course, by hiring private guys with guns. Then it's OK, say the rulers who are given that kind of protection at the expense of the lesser people who can't afford it.
