Starting a food truck business - Kitchen requirements for preparing food... HELP!

Hi everyone. Can someone point me in the right direction ....

I understand that you can not 'make' stuff in a food truck from raw goods, so I'll need to prepare / process them in a commercial kitchen beforehand. I got that point.

However, I can't find a small kitchen to rent, just to make dough and bake bread. Everything is way too expensive and too large for just starting out.

My question is..... If I purchase a 2nd food truck, and outfit it with all the necessary kitchen equipment, connect it to water / electricity and have approved bathrooms available , AND dedicate this food truck ONLY to preparing food ( ie, no customers ever ) Would the health department approve this as a 'commercial kitchen'

I can find NO information about what constitutes a "commercial kitchen" ( catering kitchen, whatever the term is)

Can someone help me with an answer? ? ?

Before committing test concept, post ads on classified for your food truck and catering service, and when you receive positive response get ready and buy food trucks, you can start first by preparing the orders from your home then get the truck, I don't know in Poland but in Canada Food Trucks are really expensive

@Robin1988 --- Food trucks here are very cheap here in Poland ( As are cars, buses, trailers, etc ) so no problem there I'm happy to take the plunge -- I just don't think I can pull off making the stuff at home. I'd never receive a permit to sell, as you need to clarify where the stuff is made.
