What is the percentage of dog owners in Poland who clean after their dogs?

How many times have you stepped over dog poop while walking in the park?
What can we do about this problem?

Tax 2kzl per year. 5kzl for each moron with huski in the block.

If you live in Poland, the best strategy is to walk out your dog early in the morning or late in the evening so that there are small chances someone will spot your dog pooping ;) Tax would change nothing; money wasted on yet another bureaucracy agency.

In Wrocław, dogs are not allowed into the best park, Park Staromiejski. Nor are alcoholics. Wish it were like that in all parks.

I wonder who checks it?
