Poland's residency card fingerprints

So i'm a student in Poland and applied for the residency card here because my visa will end after one month.The problem is that after I summited all papers and paid the money, they told me that they would take the fingerprints after a week and that they would send me a message telling me about that. is that normal, shouldn't have they took my fingerprints right after i submitted the papers ?

@Kaneda996 the offices for foreigners are heavily loaded, and from time to time they make procedural changes to accommodate their workloads. I wouldn't think much of it.
