SUMMARY
Please be kind enough to examine my petition together with the attached articles, which include the linked video clips. My submission is that the behaviour and activities of multiple characters involved, constitute an infraction of the law under the KW article 107 and possibly the Article 190a of the Criminal Code - Poland. By filing this complaint I aim to defend myself against acts of bullying, harassment and intimidation I have been experiencing in Poland. I suspect that the campaign of intimidation run by the SBka high command targets me on account of being a person of Jewish extraction and therefore undesirable in Poland. Other reason could be that the SBka establishment finds it hard to come to terms with someone such as me living here without being engaged as one of their secret SBka operatives. Therefore if legal provisions are available please kindly provide a meaningful direction on a claim of personal harassment perpetrated against my person.
COMPLAINT
A dual national Polish/English I have been living in the town of my birth for nearly 10 years, back from over 30 years abroad.
As reported by me in a number of previous emails there is afoot a very wide and well-organized harassment program against me. I am dealing with a systematic harassment program which involves personal radaring of my movements and instigating noise events enacted by a multitude of secret SBka operatives. A series of coordinated noise disturbances-including the synchronized operation of chainsaws, heavy motorbikes and lorry drivers asked to rev their engines when passing my home, locomotive hooting's, noisy MSW drone flights etc. etc. All these have been deliberately coordinated to coincide with my presence and movements within my own home and neighborhood. The mechanism of harnessing operatives and systems to orchestrate the noise evnts is likely to be aided by AI and a central algorithm managment system. Many of the end events such as extra loud drive-by's in front of my front gate, buzzing me by dirt bikes around town, sounding of police syrens, excessive hootings of locomotives around the nearby station, are all triggered by secret SBka operatives. Those actors are most likely SBka kapusie with long history of collaboration with past communist cliques. Many are employed by security agencies, sworn into complicity for various 'dirty' jobs such as purposly annoying guiltless people like me. It is my impression that except for the SBka high command no ordinary citizen would have access to deep surveillance equipment used for coordinating such actions. This complaints deals specifically with the harassment perpetrated by the employees of the sawmill operating at an adjacent property.
The 1st part of my submission is that the daily use of such nosy equipment is in itself and infringement of my freedom to enjoy my space in a residential area. I believe that the levels of noise emitted by the chain saw cited as nearing 130dB significantly exceed what is permitted as ensuing noise level experiences in the adjacent properties. My earlier complaints of noise harassment referred to our newly appointed local Burmistrz/ Starosta earlier this year, have merely resulted in a couple of ' ZAWIADOMIENIE" May 13th WGS.600.26.2024 and June 24th AS.603.3.2024, where I am being told, in pretty nebulous terms of a 'noise test' to be undertaken, without any details such as dates, where or who were to undertake the test? Using what equipment? Using what criteria? Or, by whom? Or even providing a telephone number where I could obtain such information. This in spite of the Starosta's claim stated in on of his letters that I had been "actively involved" in the noise test. The EU has specific directives to address noise pollution. For example, the Environmental Noise Directive helps identify and manage noise levels. The EU has nuisance laws that address noise harassment. These regulations typically handle issues like neighbor disputes and environmental problems, and they are enforced through both national and EU-level rules, including directives on noise and environmental liability.
The 2nd part of my claim is that the sawmill's chain saws are operated in sync with my movement around my property. Here a personal surveillance systems, derived from the Huawei 5G personal radar information processed by AI and subsequently relayed into the smart devices, may be used by the SBka agents to orchestrate the chain saw noise in sync with my movements. The idea may have originated from the developed by military psycho warfare techniques. Let us remind ourselves that psychological warfare is the planned use of propaganda, threats, and other psychological techniques to influence an opponent's emotions, beliefs, and behavior, often to undermine morale and weaken their will to function in their normal uninhibited way.
The broader point of my petition is that throughout the 10 years here I have been subjected to daily surveillance, gaslighting and harassment during my normal movements in and around my home. . Because of the extremely high density of SBka agents amongst the wide population, it is no surprise to me that all my next neighbors could be induced to take part in these operations. From my observations, prompted by trigger messages sent from their paymasters to their smart phones they have regularly participated into noise algorithms in synch with my movements. It is remarkable that even when I get up around 4:00 am to have a cup of tea, an SBka rookie gets summoned to obediently drive past the front of my gate to deliver his psycho warfare stimulus that I am being watched. Here are few other examples of orchestrations which in the West are known as 'Gaslighting'.

June 3rd 16:55 I log into m computer for the first time that day, when suddenly silence is broken by loud banging right under my window.
June 14th 22:45 I step into my bedroom upstairs to retire, when silence is broken by a salvo of loud fireworks are set off close by to my bedroom window.
June 27th 07:50 I step out onto my patio to let my dog out, when suddenly a chain saw springs into action behind my back fence, to stop shortly after I step back into my room.
June 28th 08:50 Again, the same thing - suddenly a chainsaw bursts into action the moment I step out onto my patio to let my dog out.
July 4th 12:40 Again, the chain saw starts running breaking a long lull, moments after I enter my garden.
Oct 28 4:20 I get up in the small hours of the morning to have a cup of tea, an SBKA rookie gets summoned to obediently drive past the front of my gate.
These are just a few of the numerous entries in my diary going back several years, of such purposefully staged and orchestrated set ups. The sonic events are often further reinforced by staged police drive-by's, blaring of sirens, 'buzzing me' by appointed vehicles navigated to storm past me downtown, or in front my gate in sync with me simply going about my business around my home. The pattern of the acts of stalking and noise harassment which I have been a victim of frequently coincides with coordinated train hooting, extra loud motorcycle ride-by's, and MSW drone roaring across the sky, in tight coupling with my movements as I peacefully try to move around my home.
The methods used against me appear to be consisting of AI algorithms, or could be assisted by the surveillance radar operators, where I presume that the effecting 'actors' may not themselves be aware of why they had been asked to set off the noises. I am aware that all of these activities run afoul of Poland's existing laws; starting from the RODO personal data protection legislation, through the Art 190 KK and 107 KW. Apart from being acts of malicious bullying and a nuisance their ultimate sinister aim seems to be to perhaps provoke me to an act of aggression which could then be used against me. It is a method of personal assault to which Poland's secret "bezpieka kapusie" have most likely been secretly equipped and trained to use.
It is my sincere hope that your office correctly interprets this behavior as criminal offences. And swiftly exposes the malefactors bringing them to justice. To this end I have compiled herewith the copies & recordings. This insufferable behavior conducted in one separate spate of events, perpetrated by the complicit police patrol vehicles harassing me over several days had resulted in my dismissal from my job at Atos in the summer 2023. Atos's termination of my employment without giving me any warnings, producing evidence, providing arbitration or appeal - seems to be another travesty of law, in this case labor laws, which further reveals the corrupt nature of the environment I have found myself to be living in.
Although by and large Poland's legal landscape is relatively bare of laws against abuse, and our legal protection of personal integrity of citizens appears very scanty, we must remember that apart from being violations of the Art 190 KK and 107 KW laws they also constitute infractions against the international Human Rights conventions.
It is however my wish to discharge my public duty by bringing the news of these activities to you, in a bona fide attempt to probe if your office is ready to live up to its public duty to uphold the law by standing up to protect a law abiding citizen. I also remain cognizant of our country's renewed efforts to bring Poland back to the family of civilized nations, where persecution of citizens is no longer condoned by our legal systems.
STALKING
One of many examples, which stands out was on Jan 9th 2023. At 8:45pm I was assaulted by what I thought was likely to be a kapus MSW. He was accompanied by two car fulls of local hoodlums on 'supervisory' detail, the biker was instructed to lay in wait in front of the Intermarche store's exit door in Kasztanowa. Then, triggered by his CCTV monitoring accomplices, he started and began revving his dirt motorcycle to maximum noise levels at the precise moment I stepped into the exit door. Because I called him out on what he was doing, a shouting match ensued between both of us. The throwing of firecrackers under my feet from passing motor cars which MSW gofers during my evening walk with my dog around Christmas, has now given way to motorcycle ride-bys. Riding a dirt bike within city limits is considered a public nuisance and outlawed in western countries, In Poland it has become one of MSW favorite instruments for buzzing those who declined becoming their subjects. Under the antiquated Polish laws acts of 'harassment' in public places, 'breach of peace' , 'public disorder' acts or even 'bullying' are unheard of. A law against stalking was only introduced in 2012 and the name still required interpreting to those in legal profession because there is no existing Polish word to name it properly. And have no equivalent Polish names. Such conduct is not interpretable as an offence in the legal parlance in Poland. And thus without any legal protection is acceptable as an instrument of coercion and intimidation by SBka kapusie operatives to harass citizens.
Presumably the purpose of harassing them is that they ultimately buckle under pressure. One of the way things can go is that they throw in the towel and offer to become SBka kapus themselves, or that the harassment will drive them to committing some kind of criminal act that can be used to incarcerate them or at least blackmail them to become another SBka.
THE LEGAL CHALLENGES
Poland's approach to ethical conduct, particularly within its legal system, is deeply intertwined with its historical context. Unfortunately, this reality creates skepticism regarding the potential for meaningful resolutions to legal complaints. My previous experiences with Polish legal institutions have not been encouraging, leading to a lack of optimism about the outcome of my current complaint. In 2022, I reported threats involving the use of firearms, and in November 2023, I experienced a stolen shipment by DPD. Additionally, I raised concerns regarding excessive noise levels in 2024. Regrettably, each of these issues was met with a predictable pattern: local authorities generated extensive paperwork and conducted the necessary steps to appear responsive, yet they ultimately closed each case without addressing the underlying problems. This pattern reflects a broader dysfunction within Poland's legal framework. Unlike in many Western countries, the effectiveness of public services-such as the police-remains unmonitored. There are no independent statistics published regarding case resolution rates or citizen satisfaction with these services, including the legal system. This lack of oversight perpetuates a cycle where citizens feel powerless. In many respects, the absence of accountability mechanisms across all levels of the public sector is a vestige of the old Soviet system, which promoted a top-down execution of authority. As a result, the voice of the populace is often muted, leaving dissatisfaction with public services unacknowledged and unaddressed. Consequently, Poland lags behind more developed Western societies, despite the frequent assertions of its leaders that the country belongs to this esteemed group. The disparity between declared values and the on-the-ground realities creates a significant divide, leaving citizens questioning the integrity and efficacy of public institutions. To foster a more just society, it is imperative for Poland to adopt comprehensive reforms aimed at enhancing transparency and accountability within its legal and public service sectors. Only by evaluating the effectiveness of these institutions through independent audits and establishing channels for citizen feedback can the country genuinely align itself with Western ethical standards. This transformation will not only bolster public confidence in the legal system but also ensure that the needs of citizens are prioritized and addressed in a meaningful way. As a Polish citizen navigating these challenges, I can only hope that future reforms will bridge the gap between aspiration and reality, allowing citizens to reclaim their agency within the legal system and foster a society where ethical conduct is not merely an ideal but a practiced standard,
THE LAW
My past interactions with the legal systems in Poland do not fill me with optimism. The previously filed cases of Threats of Use of Firearms in 2022, A shipment Stolen by DPD in November 20, 2024; Excessive Noise levels reported in 2024, all ended up in the same way. They provided my local officialdom with an opportunity to generate a good amount of paperwork, going through the motions of dealing with my problem, and then they simply closing each petition without a trace of addressing the cause of the problem. This is unfortunately how the Poland's legal system appears to be working. This is because unlike in civilized countries, here the effectiveness of public services such as the police, in satisfying the needs of the taxpaying public are never audited properly. No independently gathered statistics are ever published on how many cases get resolved, or the levels of satisfaction of citizens with their public services. It should be obvious to anyone that in the absence of such control mechanisms at all levels of public sector is the legacy of the old soviet system, where all execution of authority operates only in the downward direction. People have zero say in anything foisted upon them, and their dissatisfaction with any of the public services goes on unheeded and unreported. This places Poland way behind western societies among which our leaders invariably claim to belong.
My other point about this is that the Polish legal system still lacks specific terminology for various offenses that appear to be occurring, such as verbal assault, stalking, breach of peace, aggravated assault, homophobic intimidation, antisocial behavior, and offensive language. As I have stated in earlier communications the absence of native terms prevents these actions from being recognized and addressed properly within the legal framework, potentially creating a situation where offenders operate with impunity. The above points including my allegations should be deeply troubling to anyone who genuinely stands for Law and Order in Poland. They suggest not only a violation of his right to live peacefully but also the complicity of various state agents who, seemingly lacking ethical grounding, align themselves with a secret organization purposely instigating these aggressive activities. It is deeply troubling that individuals who are funded by the taxpayer to uphold the law, can then trade in their self-respect and go into a headlong collusion with unlawful underworld, bringing the publicly funded legal system into a perverse state - the state where the outcome no longer depends on plaintiff's case and its merits versus the letter of the law. Instead, the verdict is predicated on who the plaintiff is (!) and who the accused ones are (!) and how the agents of power wish to play the system to suit their agenda.
HISTORY OF OPPRESSION
I understand that there are limits to which the western standards of ethical conduct are applied in Poland. This is consequent in our history. Poland is a country which emerged from decades of communist oppression with an inherited system of collusions and allegiances which persist as a refined and organized hierarchy of secret organization involving the new generation of same people who served the old communist structures. We recall from the early 1990's how the opening of many secret police files in the former East Germany in early 1990's revealed how hundreds of thousands of citizens had spied on friends and neighbors in return for practical favors from the government. This is generally accepted to have been the case in all Eastern bloc countries including Poland. In installing such deep surveillance system the communist state had made a serious effort to replace and supplant such forces as conscience and self-control. It had taken onto itself the responsibility of God and of believers in God. Except that its commandments were very different from those of God. That enormous and intrusive totalitarian state power is an enemy of civility, or consideration, and even of enlightened self-interest. I believe that in Poland today in 2025 where all of that control apparatus has moved to the secret sphere it is not possible to reach a high enough moral standard of the citizens. Those soviet structures left Poland with a huge amount of influence. Most of these had degraded citizens' liberties and limited any development of civil rights, thwarted voices of independent thinking, and destroyed the notion of equal treatment of individuals. The most tangible result of this state of affairs is the widespread mistrust among people which lasts to this day. . Today, the level of trust between neighbors, work peers and even worshipers in church in Poland is startlingly low to anyone coming to Poland from US or UK. . The old communist pyramid of secret stooges has spawned an army of young people. All who are hoping to get ahead in life trade in their personal freedom for becoming secret agents, to benefit from extra help from the ruthlessly despotic underworld of SBka 'kapusie'. With this secret system of invisible connections of collusion and cronyism, both the government and the majority of citizens inhabit the world of collapsed ethical standards. Such condition of the society permanently blocks Poland way to advance to the next level of civic statesmanship and civilization. Without an overwhelming majority acting in the spirit of respect for the other's right to hold different views, democracy cannot exist. And the country will in effect for ever remain a vassal state with the control instruments in the hands of foreign capital.
THE ORIGIN OF THE DISFUNCTION
The legacy of Soviet communism continues to cast a long shadow over Poland, deeply embedding an ethos of mistrust within society. Following decades of oppression and restricted civil liberties, the effects of the Soviet regime are still palpable, as an apparatus designed to suppress independent thought and promote conformity remains ingrained in the fabric of daily life. This history has left Poles with a profound distrust of one another, leading to startlingly low levels of trust among neighbors, coworkers, and even congregants in places of worship-a stark contrast to what visitors from the US or UK might expect. The early 1990s saw the revelation of extensive surveillance practices, with many citizens having been incentivized to spy on friends and neighbors in exchange for government favors. This pattern was not unique to Poland; it typified the experiences across Eastern Bloc nations. The pervasive surveillance culture sought to replace the individual's conscience and moral accountability, assuming the role of a ruling authority with a radically different set of "commandments." Consequently, the totalitarian state emerged as an adversary to civility and enlightened self-interest. By 2025, the remnants of this control system have shifted to clandestine practices, making it nearly impossible for Polish citizens to uphold a high moral standard. Many young individuals aspire to gain advantages through secretive connections, trading their personal freedoms to become agents of harassment acting on behalf of corrupt network of SBKa oversight. This entrenched system of collusion and cronyism has resulted in a pervasive decline in ethical standards within society, hindering Poland's potential for civic growth and cultural development. The absence of a majority dedicated to respecting diversity of viewpoints, religion and ethnicity, poses a severe threat to the foundation of democracy, leaving the nation at risk of remaining a subordinate entity, with all power concentrated in the hands of foreign interests.
