Unfortunately, you can`t receive such a permit coz it is impossible - your car needs to be registered as special vehicles category where a plough is a legal accessory from the very beginning. Any later modifications, such as attaching a plow to a passenger car, mean that it cannot be used on public or internal roads due to elements which endanger the safety of other people. Simply speaking, you can`t even drive such a car in your own backyard coz you could hurt a member of your family. .
