Excellent point. Hundreds of thousands of Poles were the victims of crimes against humanity through forced population transfers, enslavement, torture and in many cases being murdered in the notorious Soviet GULAGs.

The assertion you are trying to make that Poland's laws have to be tougher because Poland is a nation of drunks is simply wrong.

What is clear is that UK thresholds are higher because its problem with alcoholism is endemic and too costly now to tackle.
