What is the device primarily used for, also when there is no snow or mud?

This is probably going to sound nuts but is it an aid to getting into the vehicle? It's difficult to tell how high up off the ground the door to get in is from the photo.

The Crafter is also manufactured in Poland.....but this is probably not about the place of production.

The riddle isn`t about the production. I am asking about the current status of the car.

I see. It means nobody has ever seen this van on the road. I hoped you have coz it is so characteristic. Polish historical motives cover the whole van. Winged hussar on the back door and 303 Squadron on the sides.
