Bits of clothing? In the UK we have bins that you can recycle used clothing in but this doesn't look the same.

It must be a full container for old clothes. Whenever I'm in Poland, I throw something into such containers.

That's what I initially thought but in the UK you have to pull down on a handle which opens up somewhere to deposit the clothes, put the bag of clothes in, then push the handle upwards to 'drop' the clothes into the bin inside. Maybe that happens in the part of the bin that's obscured in the photo.

Same in Poland but people tend to overstuff them (the stuff in them isn't collected often) and so they get so full they can't be closed properly. Then people leave the clothes in bags next to it....
