@johnny_reb, um, no... As it was already written - it's in Stargard - Stargard is in Poland and both buildings are barracks (both still in use as barracks by the Polish army at present, but they were also used by other armies in the past).

Sorry, I had just read an article about the Penrhos Polish Home for the last of the WW2 Vets and how it's closing this month.

Knowing your riddle was about soldiers I had a flash that is what you were talking about.
I will pay better attention next time to what has already been posted.

Białe koszary (white barracks):

They were nicknamed like this simply because of the colours of the buildings' walls :)

My guess is that he's using a telescopic pole with a camera attached to inspect guttering or some other part of the building that isn't easily accessible and would otherwise require scaffolding to have a look.

@Chemikiem, nope. He isn't catching bats either. His profession is very rare these days. I remember that when I saw him doing his job I thought that if he wore different clothes he would be a greater tourist attraction - an old-fashion gent dressed in funny clothes :))

I remember knockers up back in Yorkshire. Everyone has alarm clocks now.

Not a Polish thing though. The stick you need for the 18th floor is a long one.

@Miloslaw, yes, you've solved the riddle! Good job! :D He's a lamplighter - at the end of my previous post I've made a reference to "The Lamplighter's Serenade", sang by Sinatra among others, but I guess noone knows it.

Yup, exactly :) Ostrów Tumski is the oldest part of Wrocław and the only part of the city where historic gas lanterns where left intact (over 100 of them).

I don't remember when exactly I took that photo but it must've been long time ago, because these days the lamplighters are dressed like this:
