Can foreigner get council house on rent
Yes, but you'd have to qualify based on your income, so you'd have to check what is that level of income where you live. Also, bear in mind that there's not enough of council/social housing in Poland and so it's often difficult to get it and it's possible that you'll have to wait for it for a long time. The waiting time may depend on where you live though.
WTF is that???
According to dictionary it's "dom/mieszkanie komunalne".

There are very few such properties here, and a certain amount of bribery and corruption involved in getting them.

How come you do and know about everything illegal?Just like illegally smuggling prohibited contraband in Poland by your own submission.
