Based on the numbers and the fact that NKVD interviewed many, the Soviets murdered only those they tagged as haters.
Just like here...There are posters on PF Russia could reason with about the war, kids, civilian casualties, referenda, ... And then there are the mindless, hard-core haters who will hate Russia no matter what the facts are. Any attempt to put Katyn numbers in the context of other atrocities like Korea, Vietnam, and Iraq is dismissed as whataboutism.
If I were Russian, I would neutralize them immediately as potential saboteurs and terrorists - just as the US did with the Japs.

About 250,000 to 454,700 Polish soldiers and policemen were captured and interned by the Soviet authorities. Most were freed or escaped quickly, but 125,000 were imprisoned in camps run by the NKVD.
Of the total killed, about 8,000 were officers imprisoned during the 1939 Soviet invasion of Poland, another 6,000 were police officers,
Based on the above numbers, it's reasonable to conclude that the Soviets didn't intend to end Poland or the number of dead Poles would be much higher.
One thing we can easily agree that the Soviets were plenty cable of killing all 450,000. Yet, they did not.
