I would say that is still below its potential, if it makes it into the 20s then that is somewhere where it should be. I suspect that it might be accomplished in the next 10-15 years.

Oh, it's another United Nations report. If I wanted to read fiction, I'd chose much better reading material.

That timescale seems feasible but anything could happen in the meantime.

Yes, well some of the countries that are currently ahead will fall backwards in relative terms.

Seriously this scale is not really representative of what things are like...

There are countries that are ahead of Poland on this scale that have an artificially inflated HDI due to the fact that their populations consist of 80% or more foreign workers... If you remove these from the list, then other countries (including Poland) will move up a few spots on the scale...
