Forgive me but you are missing a few points. 1) Most balconies in the US, unless rented or owned by the more afluent people, ARE smaller and DO have other materials besides concrete, stone or brick... That is why it is illegal not only in TX; but in other areas of this country, like here in CT. However, something I noticed about some balconies in some areas of Poland, and that is that they can be a bit larger, or made only of concrete, brick, or stone; no wood or any other material. In that kind of case it may be possible in Poland because there are no such worries. I, myself would like to know if bbq cooking is specifically limited to certain types of grills like outdoor electric, as it is here in Hartford, or can you use gas or wood grills on the balcony?
