Got a ticket from a speeding camera, never able to pay

Hi everyone, i bought a car when i came here to Poland first but couldn't register it and driving only with sales contract.

However, my friend went 58 in 50 zone and camera flashed to him. We got a post office paper with my name but i was at my home country so my friends wasn't able to took the fine without my passport. Its been almost 6-7month maybe even more. Now i applied for residence permit and this thing keeps coming to my mind because i couldn't find any way to pay it without the paper. What can i do in this situation? I'm willing to pay it but seems like a no other way as far as i researched. Any idea on this?

From what I read on Polish websites, since 2016 it's possible to pay a speeding ticket or other non-criminal fines over the Internet in Poland. But the payment must be through a Polish online bank account which have pre-selected payment purposes. I think they don't check who pays the fine, so you may only need to know someone who has a Polish bank account to help you out as long as you have the information from the ticket.

You must know the gmina / miasto / wojewodztwo where the ticket was issued and select it on the form. Translated:

HOW TO PAY FINES ONLINE IN POLAND - STEP BY STEP

1. Log in to your Polish online banking.
2. Choose a transfer to the Urzędu Skarbowego / Tax Office.
3. Form symbol: MANDATY / FINES
4. Location of the tax office: {select_ticket_location}
5. Name of the tax authority: Pierwszy Urząd Skarbowy / First Tax Office
6. Enter the amount of the fine.
7. ID type: PESEL number / or passport number.
8. Settlement period: leave the field blank.
9. Identification of the obligation: enter the series and the number of the ticket.
10. They should approve the transfer.

BTW - you may want to translate the small print from the ticket and find out if there's any late fee, if applicable. If there is, you should pay it all at the same time.
