How do I request a birth certificate from the USC in Kłodzko for my mother who was born there? Is it possible to do so without physically going there and instead by mail? Both her and I live in the United States and have lost her original birth certificate. Is this webpage (obywatel.gov.pl/zaswiadczenia-i-odpisy/uzyskaj-odpis-aktu-stanu-cywilnego-urodzenia-malzenstwa-zgonu#scenariusz-listownie) correct that the birth certificate can be requested by mail and the only required documentation is the application to request the birth certificate from the USC website? I believe the Kłodzko USC website is (um.bip.klodzko.pl/index.php?n=w&sort=0&menu=362#tresc_main) but I can't find an application to request a birth certificate.

@terri Does the first site really say that all my mother would need to do is mail the USC the application to request a birth certificate? Sorry as I don't know Polish well enough
You would need to pay for this and be sure that they will send it to your address. It would be easier to find someone in Poland who could do it for you.

My father was born in Poland in 1934 and I have contacted the town hall there several times for a couple of years now but they don't reply. Why is that? They don't even have the decency to give me a negative response. Is this common in Poland or is it just this municipality? I had absolutely no problems obtaining birth certificates for older relatives from the central archives. Seems that when a birth certificate is 100 years old it is transferred to the central archives and it is very easy to get hold of them, for a certain cost of course. I have only good experiences with them. But how should I go about with the town hall? I have written my emails in both English and German, but still no answer. Could it be that my father was born in a German area there? What should I do? Any suggestions? Thanks in advance!

Can you please provide an information about the place of birth of your father?
You shall know that it is pretty common that clerks at the Registry Office do not speak English / German, thus they may not reply.
