Hello.

I wont to start a business in Warsaw. I am non European citizen. To open a firm I have to get a permanent residence. Can I rent a house as an office and the living space together?

No. This is untrue. You do not need a residence permit to be a company director and in fact there are often strong tax advantages in not having one.

I think you are mixing up the requirement for a business to have an address, with the need for director to have a residence permit which is not the case.

Yes, you can use a living space as an office. You can even deduct some of the costs of the living space if it's used as an office.
