where is warsaw you go (bars/club) to meet high end prostitutes? dont judge me, jus be helpful if u can. is it illegal in poland

The bar in the sofitel Victoria is known as a place to meet 'high end' ones. It isn't illegal to pay someone to spend time with them. How that time is spent is a private matter.

It is illegal to pay for sex but it's not illegal to receive money for sex.

Paying for sex as well as offering sex for money is completely legal. What's illegal is having profit from someone else prostitution. Very simple and very fair.

A friend told me that the pamphlets one gets in Poland on cars are also similar the one he saw in Nevada,as I usually take some to give it to pals as they really havent seen anything like that.In NJ cops will be knocking on door in minutes as they find out But in Poland I see heaps on the streets and car windshields.I wonder whats the law in Poland about? I use to see agency signs all over warsaw in early 2000s which suddenly disappeared and now started appearing again with neon signs etc making it visible that its a sex agency.

Prostitution in Poland is not illegal. By that I mean they cannot put a person in jail for being a hooker. Procuring and running a brothel is illegal, but this is a fiction since there are plenty of so called "agencje towarzyskie".

Prostitution is illegal but is not penalized. Reaping of financial benefits of someone else's prostitution is penalized. This is not a fiction entirely, people actually go to jail for that in numerous cases.

It depends how you define ''illegality''. It's not prohibited, but not regulated by law.

Yes, but (thanks to loophole) only if the authorities can prove that they force or encourage in some way women to have sex with customers.

Actually, many of said agencies (not saying that all of them!) are connected with mobsters and human trafficking.
And even if the police shut down one of them, another ones pops up quickly in their place.

I've just remembered some funny, true story I have read about in newspapers few years ago:

A Polish woman returned from Germany, where she earned a hefty amount of money, working as a prostitute (brothels are legal in Germany).
Polish Urząd Skarbowy (tax office) wanted her to pay back taxes, but it caused a huge problem: since prostitution is not regulated by Polish law, it's not a subject to taxation. So she said she won't pay.

I don't know how it ended, though :(.

You're absolutely right Bohdan, it's a difficult, complicated problem. Illegality (inability of business registration and taxation) only deepens it.
I just wanted to state that prostitution should not be considered as a business opportunity.

Many years ago I worked in the Tax Office in the UK. Instructions then were that while we could tax a prostitute's earnings, we could not call them that - we had to agree a description with the lady concerned. Of course, if she was a married lady, we had to agree with the husband. So husbands got assessments on "wife's lettings income".

Poland seams to hit the middle ground. Poland also has been known as a transit country.

When talking about the act of prostitution it all depends on who you are. You can run a house where 'attendants' pay by the hour for the purpose of discussing world politics with tall, long-legged blonde girls - and that is perfectly legal. Asking the attractive woman to pay you a fee for 'letting the room out' is also legal. Getting money from grants to renovate the house to the required standard is also legal as long as you can prove that 'attendants' at these conferences will be improving their minds and bodies.

Yes you can if you do not pay her beforehand and obtain a receipt for the payment (for tax purposes only). You maybe able to claim this expense as tax-deductible travel expense from your place of business.

...or as a medical expense to treat depression. You would have to decide if it's hers or yours first.
