I know that they give you PESEL when you get your meldunek. My current apartment most likely will be my temporary until some time mid year. I'm not registered in it. I read about a possibility to get a PESEL based on some regulation from minister cyfracji and without zameldowanie. Can anybody explain how it works?

Pesel is pretty much the same as ss# in USA .It used to be on old "dowod osobisty" and is necessary to get polish passport.
I know what pesel is. My situation does not let me get it (no meldunek) so I was wondering how to use the way without meldunek.

You need to fill the form "Wniosek o nadanie numeru PESEL" and state in it the legal basis on which you request PESEL. The legal basis could be (it worked for some people) "Par. 5, ust. 3 Rozporządzenia Ministra Cyfryzacji z dnia 5 października 2016 roku w sprawie profilu zaufanego elektronicznej platformy usług administracji publicznej."

I live in Krakow and due to a change of Job now my PESEL is required, so anyone has any suggestion how to do it, considering my landlord for avoid taxes did not make me a contract? could I go with my actual job contract to the Katowice (where my actualy job is) for make the PESEL without any residence registration? is my contract enough together with my ID?

Here lies the problem you need a registered address to get a pesel, suggest you sort your landlord out or move.
