Surprisingly Lithuania and Romania 11th and 12th. Moldova 17th.
Not very surprisingly, especially regarding smaller countries.
Their governments realized that quality of internet access is important for economy, culture, communication...
And even it costs a lot - it's still much cheaper to build than other parts of infrastructure like roads, airports or railroads.
So Return On Investment in internet infrastructure is high - those countries had old network infrastructure and they upgraded it to most modern standards - they jumped 'from zero to hero' :)

Particularly Baltic states got strong finance and know-how investment from Scandinavian (which also have highly developed internet access) companies, like TeliaSonera which took over local telco providers.
