Tito was communist leader and later dictator installed by Britain and Vatican. He fought Serbian royalist Chethiks and also initiated communist rebellion against Germans in Serbia because non-other in Yugoslavia wanted to fight against Germans and actually worked with Germans- like ustashe in Croatia, Muslims in Bosnia or Albanians on Kosovo. So people in Serbia got two anti-German forces 1. Serbian Chetniks and 2. Serbian Partisans. Plus, thanks to Tito we got Civil War in Serbia that later expanded on all Serbian lands within Yugoslavia. Tito also coordinated with Croat nazi ustashe.

Germany did destroy Yugoslavia back in 1941 and in 1991. But Germany never broke the Serbs.
