I can only see two solutions with Belarus.
Get together an international coalition, knock Belarus's army out, topple the dictatorship, and put Lukashenko behind bars.
At the other end, (which will most likely happen) is to do as little as you can get away with by summoning the Belarusian ambassador for a shake down, support a condemning U.N. resolution and issue a strong worded media release.
Sanctions don't work and only hurt the wrong people.
