I am watching that "Rocket in Warsaw" daily since over 40 years. It's typical Soviet socrealism architecture from 50's. I could see some other buildings like this in Moscow. It's also the whole district in Warsaw called MDM in this style. It doesn't look strange for me. Please explain your golden rule to me.
You're mixing two buildings. That's the University library, the one with the huge roof garden. The National Library is a rather distinguished and urbane Modernist building on Al. Niepodległości. With a stone circle in the grounds.

Malbork, the biggest gothic castle made of brick in the world.
The Malbork Castle from the previous post was built by Teutonic Knights in 14 century, seriously damaged during WW2, rebuilt by Polish afterwards.

Second longest in Europe block of flats/apartment block is in Gdańsk. It is nearly one kilometer long. Built in communist times. Inhabited by 6000 people.
At the time they were built, that area was German and an influential local doctor promoted vertical burials in pyramids for reasons now lost to us.

There are some interesting things happening in architecture in PL at the moment. A lot of what gets built is bland with most of the innovative stuff being corporate, but this is one of the interesting ones.
The walls around the base of this property, just outside the Polish capital of Warsaw, are clad with mirrors - giving the impression that the top floor of the building is floating.
Some 2023 architecture news - the Summer Theatre in Szczecin, which was built in communist times thanks to local community effort and rebuilt recently got into the final of World Architecture Festival 2023:
It looks beautiful, but it's a pity that my last attempt to enter Szczecin by car ended with me getting stuck in a terrible traffic jam in the city center and then, disgusted, I turned around and drove home.
