They reduced the allocation on the very wise advice of the police. Legia refused to cooperate with UEFA, the host club and the police. Nor did they bother to pass on the information to their fans, many of whom travelled without tickets and with the sole intention of committing crimes.
Pretty well the same way the hools (and the club's shameful 'management') behaved at Alkmaar and other matches. All Polish clubs need to be banned from international tournaments until they deal with hooliganism. Just banning Legia alone isn't enough to stop the institutionalised violence.

Not in the UK. They are illegal at sports events for very good reasons.
