The question is, why isn't Israel in NATO paying 5% of their GDP like Poland and other EU country do? Polish taxpayers' money are spent to support a non-member. In real life, they call it fraud or money laundering?

They dont meet two criteria. The first criterion is that they must be in Europe or North America. The second is that they must have a reasonable human rights record.
