Because the US will threaten to launch economic war on the EU if the NATO countries don't pay up. Personally I don't think they will as the only thing keeping th3 US economy buoyant is the AI bubble. They can't afford a trade war as their climb down with China proved.

The only real advantage that the USA had over China was the worldwide net of close alliances with high-tech economic superpowers: Japan, European Union, Canada, Taiwan, South Korea.
