In a a country where abortions are banned EXCEPT in the case of rape, the burden of proof that it was rape is on the woman since it is she who claims it and is the petitioner.

Proving rape does not need to meet the beyond-a-reasonable-doubt rule since nobody is on trial. We are only talking about allowing her doctor to abort. More-likely-than-not is sufficient.
