If they were Poles, the phrase "Jews and Poles" would not be used for the same reason why the phrase Poles and Poles has never been used in the history of mankind.
In "ducks and birds", ducks are a subset of birds and the phrase would be illogical.
By the same logic, if "Poles" includes Jews, then Jews are a subset of Poles and cannot be used in "Jews and Poles" by the same logic why we never say, "ducks and birds."
"Poles and Germans" is logical as one is not a subset of the other. Nobody ever said, "boys and kids", but did say, "boys and girls".
Doesn't change anything from Jews and Poles. It only means that they were born in Poland and have Polish citizenship. Being a Poles is more than the location where the birth took place and the documents. Ask anyone here.
BTW, you try "Polish-born Poles" and see how ridiculous it looks. Polish-born Christians and Polish-born Jews is OK. "Jews and Poles" is not unless we are talking about different and separate nationalities. Like Poles and Mongols.

...as it puts African and Jewish at the same logical place relative to "American" and treats Jewish as a race, not as a religion. If Jewish meant religions, there would be no Jewish atheists and they would be unrecognizable on sight just as we can't tell Catholics from the Protestants and from the atheists.
