Can you change your name in Poland without a citizenship?

My friend is moving to Poland soon and wants to have his name changed but can he do that without a citizenship? He will apply for a permanent residence in Poland but won't have citizenship for a while. Would he have to wait to have his legal name changed until he has a citizenship?

There is one exception where a non-Polish citizen can change name in Poland, but it only applies to refugees:

"The name or surname of a foreigner who has obtained refugee status in the Republic of Poland may be changed only for particularly important reasons related to a threat to his or her right to life, health, freedom or personal security."

citizen can change name in Poland, but it only applies to refugees:

It's a lot simpler to buy a wig and lipstick and change your gender.
