There's good explanation why to Russia treaties are essentially meaningless. In the Russian imperial mindset all power comes from the tsar. He's the sole source of power and legitimacy. He's not constrained by law - he rules by law and his words and deed are law by definition. The Russian attitude towards international treaties is just externalization of the general attitude to law. International treaties do not constrain the Russian government. They are merely tools of policy which are discarded at whim and according to opportunity.
