Well, like the timing I pointed out. I didn't read about it myself, so trusted Neuf on that.
Now that I know, I understand why SOBR was not in a rush. By the time they were on the road, other people were already going into the mall, and the shooters were nowhere to be found.
In other words, there was no one left to shoot, and no one to protect.
What really drives people crazy is how those guys managed to slip hundreds of kilometers away before being stopped by an average traffic cop nearly by accident.
So the focus is not so much on special forces reaction time, but security guards, bolted doors, and incompetent communication between authorities that could not coordinate information from highway cameras and eyewitnesses.
Not necessarily related to bribes. Why pay a bribe to someone, in order to keep a door locked? Doors are normally locked because of frequent theft, vandalism, etc....
But there were more problems. The fire sprinklers did not work properly, many appear to be unconnected to any piping whatsoever (this is on the level of rumors still). The materials the roof insulation and other structural elements were made of was not up to whatever fireproofing standards (again, I'm no specialist, just telling you what I read on Russian telegram).
