Law / Polish EU Drivers Licence - can I get one the easy way (by paying for it)? [185]

Foreign residents getting a driving license.

there are condisions :
`legally approved to reside in Poland.
`from non-European country
`only can speak and hear Polish

what I want to know are :
`how long time after getting residental(working) permission the license test could be available?
`test procedure ? paper test + Practical test? to apply it, where should I go in Warsaw?
`if there is a paper test, English version could be supported?
