It's the tones they hear,
Exactly.
That's why I laugh when people scream and cuss at their dogs to 'come' and if it doesn't they punish their dog with a spanking.
Now the dog knows when they hear that screaming word "come' they are going to get punished so they never will come. lol
A dog can't be smarter than the owner.
The best way to teach a dog to come is by sitting on the floor with a small treat and in a normal tone say 'come'.
Then when your pup masters that, stand up and do the same thing.
Eventually the dog will come with a normal tone command.
You get out of your dog of what you put into it.
It takes time and patience to teach children or dogs so they are enjoyable to be around.
Putting a dog on a chain in the back yard 24/7 is not a life for any dog or child.
