They were a part of Russkiy Mir, where corruption is pretty much normalised, for the overwhelming majority of their history. They are not going to magically turn into the Swiss overnight.
Good laws, however, higher transparency and more order in various procedures when they enter the EU, will slowly but surely teach them the civilised ways. All takes time - Poland in 1989 was also not the Poland that it is in 2025.
