First it states that after dissolution of the Soviet Union the situation did not really change - KGB people were still in charge in Kremlin so despite the rebranding the regime actually stayed the same (minus some territory and power). Then why NATO, created against Soviet Union should dissolve, DESPITE the fact Soviet/Russian regime did not really change.
Unfortunately, current Russian chimpout shows that NATO stays as relevant as ever. Moscow remains an aggressive factor in Europe. Before the West can fully focus on China it first needs to weaken Russia, so it ceases to be a threat to the democratic nations in Europe and then hold it in check. The first aim can be achieved by supporting Ukraine, the second - by strengthening NATO.
At this point it seems obvious US can't deal with China without European, at least economic support. Together we form 40% of global GDP which is still much more than Chinese approx 20%. Also many European nations still have influence in the 3rd world which is vital at combating Chinese exoansion there.
US and Europe need each other to tackle global challenges (and NATO is a tool for such cooperation). Trump, always in love with dictators, but not with democratic leaders, never understood that.
