Requirements for Poland TRC for a student in Lithuania.

Hiiii I m living in Lithuania on valid student visa.I want to apply for poland TRC
I have some queries.

1. what ll be the requirements to do so?
2.Can I get day to day appointment in polish embassy to apply for that?
3.how much part of my income I need to pay as a TAX?
4.how long does the whole process take to get TRC after applying.
