National D Visa Quotas

Do the National D visas have quotas for each sub-type and are there various times of the year, e.g. spring/summer months, where visas are "throttled"?

Does anyone have any info on this, or know anyone who knows what is going on currently regarding National D visas under Mumbai jurisdiction?

Background:
I have been trying to get an appointment slot (currently only via VFS for Mumbai jurisdiction) for the past 2 weeks continuously. No luck.
Slots for national D for employment are open, so is Other (Other), as well as Schengen categories (even tourist!), the last I checked. The only visa category not open is the dependant category. The hopeless VFS appointment booking portal (frequent timeouts, hangs, some firewall blocking nonsense after the recent "upgrade") isn't helping either. I even tried emailing the Mumbai consulate. No reply yet! I suspect (duh) that quotas have been met, so no slots are being released specifically for dependants.
