He sunk into pot hole or hit a concrete barrier if not a mechanical failure which I'm doubting now. In the photo the entire braking system is missing as well, so its still has to be attached to the wheel.

They use the jack to lift the car so they can slide the dolly underneath. Then they can roll the car wherever they want.
