It is all hanky dory but I would be careful naming him a well-known historian. Maybe he was well known in certain circles to those who fancy themselves the somewhat unpleasant title of the left.
Was he historian or not is debatable we can agree to disagree.
I just don't have him pegged as a historian and for a good reason. To call him well know is an overstatement, well known to GW and Michnik crew more like it.

Care to explain?

2004 was the end of a process that gradually took 14 years for those countries to be molded more or less into shapes acceptable for the members.
To take in out of the blue from Sunday to Monday a country like Ukraine without adjustment of laws, and regulations and without shaping its economy would be disastrous. Only their agriculture would blow away all EU production and so on.
Also as BB said there are issues in the EU that need to be addressed, admitting another country right now will only destabilize the EU further.

Because their use is limited.

The strangest omission is the U.K.

As you can see there are two types of countries. The first tier is those who would be interested in a military pact, whose aim is a mutual defense in case of Russian incursion.
The second is those who are in the region, border the first-tier countries and could be interested in joining into the alliance. Also, those whose potential and size are of not much use.
Any other country that does not qualify might not like to be a part of that alliance and at best could have a supportive role as they wouldn't be in danger of Russian invasion.

As for Ukraine, I don't like them, Also all /I have been saying is that Poland should have a Polish policy, not Ukrainian one - simple.
As for part of the alliance they are a key country but we can do it without them, although having them in would be advantageous, not because they are right or fight Russia but because they have potential that can be useful for us. Simple.

If Germany would want to join that alliance it has to be on our terms and we would need to watch them closely.
You know Germans as soon as they join an organization have that inner drive to become a leader.
They step on a few toes, push and shove people, slap away the hand that holds the rudder, and say I will show you how it is done.
In short, they would antagonize everyone in the process and they they would try to divert all money from joint projects into the German economy to keep their windmills going and their pensioners nice and cozy and F the rest.
