Now it should be even more obvious then ever, since it is pretty much proven. Basically every part of russian military at the beginning of the war, turned out to be completely rotten by corruption. If Russian army was even close to what it was supposed to be on paper, Ukraine should evaporate in a week.

By now after purges and trial by fire, the parts of the military that went through them are obviously in better shape, but the nuclear arsenal is the one part that was completely untouched by war, so it's logical to assume that it's still in the same state as the rest of it were at the beginning of it. Yes, I would expect majority of Russian nukes to not function properly, or even exist only on paper.
