As far I can see there's only one Bank in Poland which offers free SEPA tranfers - it's the NEST Bank.
Their webpage is only in Polish, so you need some help if you don't know the language.

Well I can confirm, that the freedom of speech in Poland does of course exist... althought it's still strictly censored.
But if your opinion is favorable and flattering, you should not worry, your voice is very welcomed.
My example: I did noticed an article and report on a local website about how cristal clear is the air in the town where I live. There were only two comments - let's say neutral - I was astonished that nobody gave his honest opinion how it really is. So I just expressed my thoughts (in a quite polite way), neverthless my comment dissapeared after a few hours..

I suspect, that the same happened to a number of others. I just wasted my time.

In short - my vote is for the second way, with confirmation of Polish citizenship and PESEL number, registering your birth certificate in Poland too.

Polish consulate offices deal with such cases, so ask a Polish consul - he would be the best guide for you I suppose. They may have special forms to fill, regarding the birth certificate, and others.

When you submit your visa application, they would (usually) send you a confirmation that they have received it. The confirmation's goal is to inform you about important phone numbers and websites to check your application and to confirm your physical address. In general, it's unsafe to allow to check the status online (to avoid fraudulent activities), so the mail-process, even though it's slower, is typically safer and more reliable.

Regarding the cost of the entire project let me quote (and google translate) another website (read - many useful informations)

Any pleading will not work. Probably your only way is to go by person to the Civil Office and submit a written request to the head of the registry office, and also providing your officialy translated foreign birth certificate. Then just wait for a decision. If they'd need some additional papers, try to ask for an assistance in the Polish Consulate in Australia.

Don't expect any help from Polish authorities in this case. Maybe ask if you can bring somebody as a translator.
I'm not sure about this kurs but during the exams you are entitled to have a sworn translator:

Persons who do not know the Polish language to understand the rules of the examination and the instructions of the examiner should provide, at their own expense, a sworn translator. He may be present during the theoretical part (but no longer than until the start of the test) and must be present during the practical part of the examination.

A power of attorney is necessary in the written form, however it doesn't have to be apostilled.

After short research this is what I found:
To become an actuary in Poland you must have an university education and pass a state examination consisting of four parts: financial mathematics, life insurance mathematics, property insurance mathematics, and probability and statistics. You must also have at least one-year internship under an actuary.

The best way is to choose proper math studies (like Financial and insurance mathematics) in some of the better universities.
