He has not commited any crime yet.The police cannot arrest him.

Give her advice on how to avoid contact or how to control it.

She cannot avoid contact.She cannot control it because he is in the position of power.
I think the best she can do is to comply with him,making him feel comfortable and secure and then leave away while he has reduced his attention.He cannot be always stressed.He has already thought that she might leave and wants reassurances.

What I suggested will actually work.You don't understand the male psychology.You have to comply with him in order to make him act predictably.

If you try to blackmail him,or tell him you are sick,he will start being suspicious and come to you on Saturday.But if you tell him you agree with his plans,he will come on Sunday as you told him but you will have left.Then he will try to call and threaten you but he will be confused because you will have the initiative.

but if a guy behaves this way at all he will repeat it. People do not change

Why do you say that?First of all you see that he does not follow a pattern.First girl was 12 years older than him,second was 13 years younger than him.Totally different cases.So I think he will act accordingly.

I am afraid of women's smartness.

this guy is a freak and nothing is funny about it.. hes also trying to land himself a polish girl, no doubts hes going to be abusive to her..

or any woman he comes in contact with.

Why all these generalizations?Then you will say,all men are like that etc.I mean if he has a certain behaviour towards one girl,it does not mean he will be the same with another girl.

What can he offer this 20yr old, besides maybe paying her cell bill and making the same promises he made to the British lady?

Maybe he takes money from the British lady to give to the poor young girl if has Macchiavelli mind.
Besides I am sure he will have to propose to her soon if he wants to keep her.
