So I hear this webpage (allegro.pl) is really popular in Poland. I found some really good looking and the right size rims(finding nice alloys is not hard, but I have a small car so finding the right size is very hard!) from this site. Using google translator I found out that I must "activate" or do something with my account which required a bank account in one of the given banks. Problem is none of the banks listed exist in my country. How can I buy from there? Do they ship things abroad?

I just remember that before you can use your account they also send you a snail mail with some information about activating your account and stuff like that. That is also to ensure that the address data that you have used are valid..
